After the Russian acquisition of the region in 1774, the city was established on June 18, 1778, by edict of Catherine the Great as the main fortification of the Black Sea Fleet. The city was given the privileges of a district town in 1783, and a nearby shipyard was established, where the hulls of the Russian Black Sea fleet were built. The Kherson Shipping Company got going in a year. The port had established economic relations with France, Italy, Spain, and other European nations by the end of the 18th century. In 1783–1793, Kompania Handlowa Polska also used Kherson to carry out Polish maritime trade across the Black Sea.
