Despite the rapid growth of tourism in Labuan Bajo, the region faces significant environmental challenges, including marine pollution, with waste generation reaching 12.8 tons per day in 2020. Additionally, unregulated development and a lack of conservation awareness threaten its fragile ecosystem. However, its unique ecological and cultural assets present an opportunity to establish an integrated maritime hub that not only preserves marine biodiversity but also drives economic growth and empowers local communities.

The floating structure, inspired by chlorophyll cavities, adopts a biomimetic approach that enhances buoyancy while fostering an underwater ecosystem. This architectural innovation redefines how built environments interact with marine habitats, ensuring harmony rather than disruption.

One of the most compelling aspects of this design is its application of a circular economy. Beyond serving as a visual landmark, the architecture functions as a dynamic system that supports research, education, and economic empowerment. The use of eco-friendly materials, modular floating platforms, and earthquake-resistant structures demonstrates a forward-thinking approach tailored to the region’s environmental challenges within the Pacific Ring of Fire.

The spatial planning is meticulously designed to create an immersive journey from the water’s surface to the ocean depths. Public spaces such as open-air aquariums and exhibition halls foster direct engagement with marine biodiversity.
