Queen Joanna of Castile ordered the establishment of the Consulate of the Sea of Bilbao on June 21, 1511. For generations, this would be the borough’s most important institution, and it would claim control over the estuary, enhancing its facilities. The port of Bilbao rose to prominence due to the Consulate’s administration as one of the most significant in the realm. In 1577, a printing press was introduced to the community. The first book in the Basque language, titled Doctrina Christiana en Romance y Bascuence by Dr Betolaza, was edited here in 1596. Bermeo had previously served as the capital of Biscay, which was changed to Bilbao in 1602. A series of uprisings against the Crown’s decree to impose higher salt taxes took place in the city in about 1631; this period is remembered locally as the “Machinada of the salt.” Several of the revolt’s leaders were put to death, bringing it to a stop.
