According to historical documents, a city was established on the spot in the seventh century. The area around the city is home to the Tungusic peoples. When it was a part of the Chinese empire, the city was known as “Boli.” Boli served as the Heishui Protectorate, also known as Heishui Duhufu, the capital during the Tang dynasty. Emperor Xuanzong of Tang founded the Heishui Protectorate and granted the Heishui Mohe tribes autonomy in A.D. 722. Then, a settlement was founded close to what is now Khabarovsk as the administrative centre. Midway through the 17th century, conflict emerged in the Amur Valley between the advancing Manchu Qing Dynasty and the Russian Cossacks. They were attempting to expand into the area and demand tribute from the locals.
