The final Russian Empire city to be established was Murmansk. Due to the requirement for transportation of military supplies from Petrozavodsk to an ice-free area on the Murman Coast in the Russian Arctic, Russia’s allies built a railroad in 1915. The terminus was given the name Murman station. Within a few years, it had a port, a naval base, and a neighbouring hamlet with a population that quickly eclipsed that of the neighbouring towns of Alexandrovsk and Kola. Russian Transport Minister Alexander Trepov filed a petition on June 29 [O.S. July 12] 1916, asking for the railway village to be given municipal status.
