When Magnitogorsk was supposed to become a one-industry town based after the two most technologically advanced steel-producing cities in the United States at the time—Gary, Indiana, and Pittsburgh, Pennsylvania—as part of Stalin’s Five-Year Plans in the 1930s, the city underwent fast development. Numerous international professionals arrived in large numbers to carry out and oversee the task. The US Steel steel factory in Gary was to be replicated in Magnitogorsk, and in 1928 a Soviet delegation came to Cleveland, Ohio, to examine this idea with American consulting firm Arthur G. McKee. The contract was later expanded four times, and the new plant’s capacity was finally increased to over four million tonnes per year.
