Liverpool’s founding was announced in King John’s letters patent from 1207. There were still about 500 people living there by the middle of the sixteenth century. King John is credited with creating Liverpool’s original street layout close to the time the city received a royal charter designating it as a borough. Bank Street (now Water Street), Castle Street, Chapel Street, Dale Street, Juggler Street (now High Street), Moor Street (now Tithebarn Street), and Whiteacre Street were the initial seven streets that were arranged in an H form (now Old Hall Street). The population and trade both grew slowly in the 17th century. During the English Civil War, battles were fought to control the town, including a brief siege in 1644. Although it is debatable whether the law of 1695 that restructured the Liverpool council was of greater relevance to its later development, Liverpool was constituted a parish by Act of Parliament the same year that its first recorded slave ship, Liverpool Merchant, set sail for Africa.
